Melissa R. Corkill is the Chief of the Programs and Project Management Civil Works Branch, Planning, Programs and Project Management Division of the U.S. Army Corps of Engineers, Kansas City District. She leads a staff of project and program managers as well as program analysts in the execution of the civil works water resources development projects from design through construction.
Ms. Corkill has been with the district since 2005. Before becoming a Branch Chief, she was the Section Chief for Civil Works Project Management and also previously worked as a Civil Engineer, Military Project Manager, and Civil Works Project Manager. Prior to joining the District, Ms. Corkill was a Senior Project Manager and Civil Engineer for 13 years for an Architectural/Engineering firm here in Kansas City, Missouri. As a Project Manager she has led multi-disciplinary teams in the design, procurement and construction of projects varying from levee rehabilitation in rural Missouri to urban flood risk management projects in Kansas City to fire stations at Ft. Riley. Ms. Corkill deployed to Puerto Rico in support of the recovery mission after Hurricane Maria. Ms. Corkill has been involved in national programs including as a Steering Committee member of the Programs and Project Management Community of Practice and the Life Cycle Cost Management Team.
Ms. Corkill holds a Master’s degree in Engineering Management from the University of Kansas and a Bachelors’ degree in Civil Engineering from Missouri Science and Technology. She is a registered Professional Engineer in the State of Missouri and Kansas and a Certified Project Management Professional.
Summary
Melissa will give a Civil Works 101 briefing. It will cover the Civil Works Mission for the Army Corps of Engineers. How a civil works project becomes a project with community partners, how a project is authorized, and how it is funded by congress. Melissa will cover the various civil works programs including Continuing Authorities Program, Planning Assistance to States, General Investigations, Design and Construction Phase, and Corps-owned projects
