Chance Bitner is the Hydrologic Engineering Branch Chief for the Kansas City District, USACE, and has been with USACE for 21 years. The Hydrologic Engineering Branch manages water for 18 USACE reservoirs in the Kansas City District, provides river engineering support for the lower 500 miles of the Missouri River, and provides hydrology and hydraulic analysis for a wide array of civil works and military construction projects involving water resources. Prior to his current position, he served as Lead Engineer for the risk-informed design of the Kansas City Levees Program between February 2019 to July 2021, which included over $500M of improvements to three levee systems. In other roles, Chance has served as the Chief of the Hydrology and Hydraulics Section, as Civil Works Project and Program Manager working primarily on Missouri River issues, and as a design engineer in the Hydrology and Hydraulics and River Engineering Sections. He is a licensed engineer in the State of Missouri, and holds a Bachelor of Science Degree in Civil Engineering from 2001, and Master of Science Degree in Civil Engineering with an emphasis in Hydraulics from 2003, both from Colorado State University.
